Did you set the groups setting to “groups are per-contact categories”, as described on https://davdroid.bitfire.at/configuration/owncloud/? (You have to set this in the setup, if you want existing CATEGORIES to be saved as groups because already downloaded VCards are not being parsed again until they change.)

Then there’s already at least one “group” VCard on your server. When DAVdroid sees a group VCard, “groups are per-contact categories” doesn’t make sense anymore and DAVdroid switches to “Groups are separe VCards”. Removing the group VCard on your server should solve your problem.

Saved the vCard, found there 2 records of groups.
It’s not clear how they signed up, but after their removal, the synchronization went with the groups.
